About the role

This is a new post within Research England and offers an exciting and challenging opportunity for you as an Executive Officer.

You will provide high quality and effective intelligence, advice and support to the Executive Chair of Research England enabling them to carry out their own role as effectively as possible. In doing so, developing and demonstrating a thorough understanding of research and knowledge exchange in the higher education sector and the political and organisational context within which Research England, UKRI and the Executive Chair operates.

The role will work closely with senior leaders across Research England, as well as many other areas of UK Research and Innovation.

We are seeking an experienced policy professional who can work with considerable drive and autonomy. You will be effective at working across the organisation to improve the outcomes of the work of your colleagues. You will be confident in your dealings with internal and external stakeholders. You will be capable of keeping a very level head in challenging, fast-changing situations and be able to prioritise well to meet deadlines. Your excellent writing skills will enable them to write and articulate clearly the view of the Executive Chair of Research England.

Responsibilities

Stakeholder Relationship Management

  • maintaining key relationships on behalf of the Executive Chair and handling internal and external communications on their behalf. This includes overseeing and managing responses to the Executive Chair’s emails and postal correspondence, providing a first point of contact/decision making for internal and external queries and being able to accurately represent the views of the Executive Chair to others with confidence and limited support
  • working with discretion (and very often autonomously) on areas of policy for the Executive Chair that may be sensitive for both internal and external stakeholders.

Strategic support and intelligence gathering

  • providing and interpreting data and intelligence for the Executive Chair on work relating to the political economy of higher education
  • drawing on a wide range of internal and external research, evidence and knowledge to synthesise and distil key information in an accessible form, liaising with the UKRI and Research England analysts as appropriate
  • supporting the Executive Chair and other senior members of staff to develop major pieces of work, such as key RE Council papers, submissions to Ministers, senior colleagues in UKRI and senior civil servants, including producing first drafts of key documents
  • expertly managing the Executive Chair’s emails including operating a triage system and dealing with priority items
  • ensuring outstanding actions are reviewed and progressed
  • management of the Personal Assistant responsible for diary and travel arrangements of the Executive Chair
  • establishing a master PowerPoint slide pack, working through existing presentations to review and update
  • liaising with all Research England colleagues to create a catalogue of case studies
  • ensuring all correspondence to be signed by the Executive Chair is proof read, correcting errors and challenging any lack of clarity
  • developing bullet point notes into full briefings
  • co-ordinating and drafting RE contributions to submissions to parliamentary committees, Ministers and senior civil servants, embracing expertise within the Council and the views of the Executive Chair and where appropriate the Research England Council
  • attending key meetings with the Executive Chair, briefing in advance, taking a note of the meeting and providing policy support and follow-up as appropriate
  • proactively initiating and managing briefings for the Executive Chair in support of their relationship with central UKRI, parliament, government, universities and colleges and other key bodies
  • attending meetings on behalf of the Executive Chair as required, being able to accurately represent the views of the Executive Chair to others with confidence and limited support.

Other relationship and line management, internal and external

  • lead and manage a team of administrative staff, providing high-quality, resilient and timely administrative support to the whole of Research England
  • ensuring effective two-way communication between close colleagues (internally and externally) and the Executive Chair’s office
  • providing high level support for other members of the Research England Executive as required
  • providing intelligence and advice to other members of the RE Executive as required in support of their stakeholder relationship management and their dealings with the Executive Chair
  • developing and evaluating new and current processes in the Chief Executive’s office for continuous improvement.

Preparation of speeches and presentational materials

  • understanding the briefing requirements for forthcoming speeches, presentations and visits
  • preparing first drafts of speeches and/or coordinating input to speeches
  • carrying out any associated research to ensure that content is meaningful, well evidenced and relevant to the occasion
  • initiating PowerPoint presentation and other presentation material
  • liaising with RE Head of Communications on possible press and media handling, prior to and following speeches/presentations.

Research England is a new council within UK Research and Innovation, operating from April 2018. As a key component of the research funding system, Research England will oversee UK Research and Innovation’s England-only functions in relation to university research and knowledge exchange. This includes providing grant funding to English universities for research and knowledge exchange activities; developing and implementing the Research Excellence Framework in partnership with the UK Higher Education funding bodies; overseeing the sustainability of the Higher Education research base in England; overseeing the £900 million UK Research Partnership Investment Fund; and the Higher Education Innovation Fund (HEIF).

Research England will be based in Bristol until at least 2022, co-located with the Office for Students. UK Research and Innovation’s head office is in Swindon with a further administrative office in London. You will be frequently required to attend meetings in London, Swindon and other locations within the UK.

This senior post includes responsibility for responding to critical events and urgent demands as they arise, both inside and outside normal hours taking decisions at short notice with no precedents. The ability to undertake such flexible working is essential.
