Introduction

is a homelessness charity delivering innovative housing and support services to homeless and vulnerably housed people. The Organisation formed in 1978 in Cardiff and now supports around 8000 people a year across Wales. Our work falls into four principal areas:

1. Residential supported housing projects, including direct access hostels, emergency night shelters and accommodation for people with specific issues such as substance misuse, youth services etc.

2. Floating (Tenancy) support projects in which we support people who have tenancy difficulties, sometimes with a contributing health or other need, and are in danger of losing their homes.

3. Prevention or intervention projects supplied through Homelessness Prevention Grant funding which are a broad range of services that prevent homelessness or make life better for homeless people.

4. Participation and Progression services, which are embedded in all our projects enhancing support through providing opportunities for Service Users to take an active part in their community. These services include those designed to enable people to move into meaningful activities including employment and training opportunities.

At the heart of what we do are the people we support, who are actively and meaningfully involved in their own support and encouraged to participate in the design, development and delivery of services.

Project Description

BOSS (Building Opportunities, Skills & Success) is an innovative National Lottery Community Fund and Moondance Foundation funded programme for people with offending backgrounds. The project is now in its second phase after continuation of funding. BOSS aims to reduce reoffending and unemployment by providing pre & post-release mentoring and support to men and women across South Wales

The second phase of BOSS will support people with offending backgrounds to improve their resilience, wellbeing and employability through intense mentoring and support, providing access to counselling and psychotherapy, and creating access to learning and training opportunities. The project will continue to work with corporate partners to create sustainable pathways into employment.

Purpose of Role

The post holder will be responsible for managing a caseload of service users, providing one to one mentoring and holistic support. As part of this role they will be expected to design and deliver a series of interventions with the aim to improve the resilience, wellbeing and employability of those individuals being supported. This will be achieved by providing access to counselling, further learning and training, and creating opportunities to obtain work based qualifications.

The post holder will support the team to deliver a prison based learning programme of pre-employment soft skills and provide transitional support for prison leavers resettling into the community. The post holder will be expected to work alongside members of staff from HMPPS, corporate employer partners and wider stakeholders.

This role falls within the Participation & Progression Team supporting the implementation of the Involvement, Learning, Volunteering Strategy

Main Duties, Responsibilities and Person Profile

Main Duties and Responsibilities

1. Project Delivery

a. To plan and deliver a cyclical programme of pre-employment soft skills training, facilitate drop in appointments and provide one to one support to people in custody.

b. Provide transitional support for Prison Leavers resettling in South Wales and deliver one to one mentoring to all BOSS Project beneficiaries

c. Work in a trauma informed way in line with the guidelines set out in ’s Psychologically Informed Environment Strategy

d. Promote and support engagement with Reflections Network.

e. To develop good working relationships with potential employers and work placement providers.

f. To support participants into industry visits, work based training, volunteering and employment.

g. Establish and maintain procedures with learners that promote appropriate conduct, communication and respect for others, whilst challenging discriminatory attitudes and behaviour.

h. Work with participants to identify and overcome barriers to employment, including mental health and substance misuse.

i. Develop methods of involving participants in the continuous improvement and on-going evaluation of the project.

j. To implement, adhere to and regularly review risk assessments and risk management plans for participants, while working closely with Criminal Justice agencies.

k. Provide general and finance administration for the project including but not limited to:

l. Organise, facilitate and service meetings, including minute taking as required

m. Coordinate finance administration, including invoice checking, attendance sheets and timesheets and maintain petty cash and purchasing for project

n. Assist with Health & Safety administration where required

2. Communication & Networking

a. Communicate effectively and appropriately using a variety of methods to engage participants and enhance learning

b. Professionally represent BOSS, the organisation and the Prison Service internally and externally

c. Provide participants with appropriate information regarding disclosure of criminal records to employers, welfare benefits and the Rehabilitation of Offenders Act.

d. To attend network events to source new opportunities for participants

e. To attend relevant Prison Service or other sector specific events to keep abreast of changes affecting participants

f. To assist with the development of publicity materials and promotion of BOSS in conjunction with Public Relations

3. Systems & Paperwork

a. To update relevant databases and paperwork in relation to learner’s progress

b. To collate and produce reports for funders and senior management

c. To operate in compliance with relevant legislation, best practice and organisational policies.

d. To produce and maintain appropriate risk assessments.

4. Team working & collaboration

a. Develop successful cross organisational working with relevant project teams

b. Contribute professional knowledge and expertise to the Participation & Progression Team development

c. Act as a source of knowledge and expertise

d. Proactively participate in team meetings, 1:1 with line manager and appraisal as per Supervision and Appraisal policy

5. Volunteer management

a. Inspire, motivate and provide support to volunteers working within the Investing in Volunteers standards (IIV)

b. Manage and monitor volunteer hours and expenses reporting to the Volunteer Development Worker

6. Other

a. To work and travel across (enter location) with occasional travel across South Wales

b. To work flexibly and to undertake occasional work outside of normal office hours if required

Person Profile

1. Knowledge

a. Knowledge of welfare to work and the benefit system

b. Knowledge of services available to assist long term unemployed and working age claimants into work

c. Knowledge and understanding of legal frameworks in which works, (e.g. POVA, Child Protection, Mental Health Act, Health & Safety at Work Act, Misuse of Drugs Act).

d. Knowledge and understanding of Adverse Childhood Experiences (ACEs)

2. Experience & Qualification

a. Hold an Education & Training (EAT) qualification or be willing to achieve

b. Experience of assessing and managing risk

c. Experience of working with individuals with complex needs, in particular those involved in the Criminal Justice System

d. Experience of working with vulnerable adults on a one to one and group basis

e. Experience of delivering workshops and training sessions

f. Experience of cross sector working

g. Experience of using database systems to monitor outcomes

3. Personal Qualities & Competencies

a. Ability to form positive working relationships with members of the team and the wider organisation.

b. An understanding of the barriers that prison leavers and ex-offenders face during resettlement and when seeking employment.

c. Ability to understand and work within professional boundaries.

d. Able to manage conflict and effectively deal with challenging situations.

e. Ability to gather and provide appropriate information and data.

f.Excellent communication skills, verbal and written.

g. Competent using Microsoft Word, Excel and MS Outlook to an intermediate level.

h. Flexible and able to meet the changing needs of the service

4. Other

a. Driving licence and own vehicle is essential for this role.

b. Ability to communicate in Welsh is desirable but not essential.
