Markets and Securities Services (MSS) provide world-class solutions that are as diverse as the needs of the corporates, institutions, governments, and individual investors we serve in 160 countries and territories. The MSS Transformation team works with all MSS businesses and functions, including Legal, Compliance, Finance, Risk and O&T to identify, mobilize and execute responses to regulatory and cross-business transformational projects. The primary mission of the team is to design and implement integrated solutions and sustainable capabilities in the most efficient and effective way for MSS and its clients.

Examples of major programs that MSS Transformation currently (or recently) manage include: Brexit; Dodd-Frank Title VII; EMIR/Re-Fit; FRTB; IBOR Transition; Markets Conduct Risk; MiFID / MiFIR; Resolution Stay Rules; Volcker / Volcker 2.0 and multiple specific APAC/EMEA/NAM Regulations.

This role is a key member of the MSS Transformation Strategy and Business Management Team, providing operational and business process management support, with a heavy focus on assisting with external resource sourcing and third party vendor management.


Key responsibilities:

Responsibilities and priorities will reflect needs of the specific programs and will evolve over time, however the following are some of the specific activities expected of this role:

  • Acting as the primary liaison to new and existing third party resource vendors
  • Liaising with Business Activity Owners, Third Party Offices, Procurement teams, Buying Desks and Staffing Offices across NAM / EMEA with regards to third party vendor engagement and resource onboarding
  • Coordinating the search, interviewing, recruitment and on-boarding of external project resources
  • Effectively communicating with key stakeholders both internal and external to MSS Transformation
  • Ensuring MSS Transformation resourcing processes are in compliance with CEMP, TPM and other Policy standards
  • Monthly tracking of external resource time / run-rates and reconciliation with external vendors prior to invoicing
  • Tracking internal / external resource training completion across MSS Transformation
  • Supporting internal queries from project / hiring managers and MSS Transformation management team relating to projects / program resourcing
  • Assisting with the planning and production of mid-year and annual budget submissions for the MSS Transformation team globally
  • Developing and delivering presentations to senior management covering project and program external recruitment activity and trends

Knowledge, Experience & Skills:

  • Experience of resource recruitment processes / project staffing / vendor liaison / third party onboarding and management within a project / consulting environment
  • Experience of dealing with third party resourcing vendors
  • Experience of coordinating project financials / MIS reporting / PMO


Skills and Competencies – Must be able to demonstrate extensive experience of:

  • Liaison and contract negotiation with external third parties / vendors
  • Strong analytical and problem solving skills, with attention to detail
  • Ability to work flexibly on multiple concurrent projects and drive initiatives to completion effectively
  • Management and facilitation to achieve objectives, with both local and remote teams
  • Strong interpersonal, influencing and organizational skills to mobilize and motivate delivery in a co-operative and collaborative working environment
  • Excellent verbal and written communication skills and ability to communicate effectively and at the right level of detail with senior management.
  • Ability to seamlessly communicate complex technical issues to non-technical colleagues


Qualifications:

  • Appropriate experience & delivery track record is essential
  • College/university degree education preferred
  • Understanding of external resourcing processes / third party risk management would be beneficial
