Project Manager - Neath Port Talbot

is a homelessness charity delivering innovative housing and support services to homeless and vulnerably housed people. The Organisation formed in 1978 in Cardiff and now supports around 8000 people a year across Wales. Our work falls into four principal areas:

1. Residential supported housing projects, including direct access hostels, emergency night shelters and accommodation for people with specific issues such as substance misuse, youth services etc.

2. Floating (Tenancy) support projects in which we support people who have tenancy difficulties, sometimes with a contributing health or other need, and are in danger of losing their homes.

3. Prevention or intervention projects supplied through Homelessness Prevention Grant funding which are a broad range of services that prevent homelessness or make life better for homeless people.

4. Participation and Progression services, which are embedded in all our projects enhancing support through providing opportunities for Service Users to take an active part in their community. These services include those designed to enable people to move into meaningful activities including employment and training opportunities.

A PIE is an approach to supporting people out of homelessness whilst making significant and positive progress in overcoming trauma, substance misuse and mental illness. It also considers the psychological needs of staff: developing skills and knowledge, increasing motivation, job satisfaction and resilience. At the heart of what we do are the people we support, who are actively and meaningfully involved in their own support and encouraged to participate in the design, development and delivery of services.

Project Description

The service will operate in various localities/areas in Neath Port Talbot County Borough. The service provides housing related support within people’s homes or in the community, with the aim of preventing homelessness and increasing independence. The project is funded through the Supporting People Programme Grant and is required to meet the Welsh Government’s National Outcomes Framework. The Framework’s four main aims are:

  • Promoting Personal and Community Safety
  • Promoting Independence and Control
  • Promoting Economic Progress and Financial Control
  • Promoting Health and Wellbeing

Purpose of Role

To manage the Neath Port Talbot Peripatetic Prevention and Wellbeing Support Service, ensuring objects and targets are met and to work in a manner that lessens dependency, reverses institutionalisation and increases service users ‘self-reliance and self-esteem. Additionally to liaise with relevant agencies to ensure an effective and joined up service for service users across Neath Port Talbot County Borough ensuring that service users’ needs are met and that they benefit from the consistent application of processes and policies.

Main Duties, Responsibilities and Person Profile

Main Duties and Responsibilities

1. To manage the projects and ensure objectives and targets are met or surpassed

a. To maintain responsibility for ensuring sufficient staff are recruited, trained and supported.

b. To be a strategic part of any relevant groups with partner agencies.

c. To ensure relevant information is collected, collated and delivered within the relevant time frames as required.

d. To lead on developing/growing new services in Neath Port Talbot.

e. To manage and deliver the administrative budgets for Neath Port Talbot Peripatetic Prevention and Wellbeing Support Service.

f. To support the Area Manager and operations in their region.

2. To assist in monitoring the effectiveness of the project ensuring objectives and targets are met.

a. To produce quality performance management review data and outcomes report for Supporting People.

b. Ensure key performance indicator targets are met for projects.

c. To assist with gathering quantitative and qualitative information relation to objectives and targets.

d. To ensure that records of service users using the service are maintained.

e. To provide statistics and other information to funders as requested by line managers or Central Services.

f. To produce reports on the effectiveness of provision for managers, Chief Executive, Management Committee and funders as requested.

g. To oversee Supporting People’s review of services.

3. To supervise an allocated number of staff

a. To provide regular supervision to allocated staff in line with Supervision Policy.

b. To agree with project staff any training and development needs and take appropriate measures to action these.

c. To monitor work carried out by individuals and the team to ensure that duties and responsibilities are fulfilled and obligations are met.

d. To ensure that the teams have a consistent understanding of the mission, values, aims, objectives and policies and procedures of the project.

4. To liaise with relevant agencies to ensure an effective and joined up service for service users across Neath Port Talbot

a. To lead on all strategic meetings, liaising with agencies including housing, social services, probation including Supporting People.

b. To build and maintain positive relationships with relevant local agencies.

c. Ensure all staff are aware of and have details of other relevant services from induction onwards.

d. To ensure membership of all local relevant groups or committees of benefit to service user group and share information gained with team

e. Keep up to date with all local and national legislation and regulations for Homelessness and any other relevant issue e.g. Mental Health, Substance Misuse, Children Act, Domestic Abuse etc.

5. To ensure that service user needs are met and that they benefit from the consistent application of policy and procedure.

a. To ensure the provision of a service that meets service users’ needs.

b. To ensure that service users have a means of expressing their views and that this expression receives appropriate consideration.

c. To ensure that service users are aware of the mission, aims and objectives, policies and procedures of the projects and the duties, responsibilities and obligations of staff

d. To ensure that policy and procedure is applied consistently to all service users and that all service users are afforded equality of opportunity.

6. Other requirements

a. To keep the line manager informed of any issues of relevance.

b. To undertake relevant training.

c. To participate in own supervision.

d. To represent at relevant external meetings.

e. To liaise with relevant bodies – Housing Options, support agencies, etc – as appropriate and as the organisation’s representative.

f. To ensure the maintenance of good standards of cleanliness, hygiene and adherence to Health and Safety regulations.

g. To provide reports as necessary including those to the Chief Executive, Local Authority and Trustees.

h. To ensure adequate administrative records are kept.

i. To develop links with voluntary and statutory bodies in furtherance of the organisation’s work and for the benefit of the service user.

j. To undertake other duties within the remit of the post.

The list of tasks is not an exclusive one and duties may be varied from time to time by the Area Manager. This job description is subject to regular review.

Person Profile

1. Knowledge

a. Knowledge and understanding of support planning and risk assessments.

b. Knowledge and understanding of Homelessness Law and DWP Benefits.

c. Knowledge and understanding of the welfare changes and the potential implications to housing related support and vulnerable people.

d. Knowledge and understanding of how various issues can affect individuals, their vulnerability, and the consequential impact on communities.

e. Knowledge and understanding of conflict resolution and mediation techniques.

f. Knowledge and understanding of the legal frameworks within which you are expected to work (e.g. POVA, Children’s Act, Mental Health Act, Health and Safety at Work Act, Misuse of Drugs Act).

g. Knowledge and understanding of Neath Port Talbot’s cal housing and relevant support services for those experiencing homelessness or potential homelessness

2. Experience

a. Experience of managing and leading teams and individuals

b. Experience of working with individuals with complex needs

c. Experience of housing related support

d. Experience of monitoring and reporting systems

e. Experience of managing and controlling budgets is desirable

f. Experience of preparing reports to a wide-ranging audience
