are in search for a Procurement manager for one the UK’s top-10 visitor attractions based in South East London.


Job Purpose:

In this stand-alone role, the Procurement Manager will lead and advise on the organisations procurement activities across all sites and will be procuring a wide range of goods, works and services for the diverse requirements; this will include small costed goods through to high value projects. The post holder will use and develop compliant procurement procedures that achieve best value for money whilst safeguarding the key principles of efficiency, transparency and equality. The role is vital in supporting and training staff in ensuring the organisation can effectively deliver their vision for a high quality, inclusive and sustainable procurement function. This role reports into the Director, Finance and IT.

Key Responsibilities

  • To be the first point of contact to provide guidance and support to staff on all procurement related matters.
  • To use, develop and communicate the Procurement Policy to ensure best practice is followed across the organisation.
  • To monitor and ensure compliance with the Museum’s procurement procedures, UK procurement legislation and the EU procurement regulations, in particular OJEU.
  • Identify cost savings and efficiencies, being mindful of sustainability, in order to secure best value for money across the RMG.
  • Maintain and develop the procurement templates, guidelines, and policy notes to ensure that they are suitable for the end users.
  • Assist and advise staff with effective contract drafting and on any issues arising at the contract management stage.
  • Develop and implement relevant procurement training programmes.
  • Maintain and update the eTendering and contract management system; and regularly review the Supplier and Service Provider database with a view to rationalising.
  • Maintain the procurement intranet site.
  • Liaise with the Department for Digital Culture Media and Sport (DDCMS) and Cabinet Office and its executive bodies in all procurement and buying matters including providing reports on a periodical basis.

Person Specification

Essential

  • A successful background of consistent achievement in procurement and contracting within the public sector, including managing low value to high value and complex procurement requirements from start to finish.
  • Extensive knowledge of the EU public procurement regulations.
  • Excellent leadership, change management and influencing skills, including an understanding of the role of partnerships in enhancing service delivery.
  • A proven track record in achieving cost savings and efficiencies.
  • Experience in drafting or updating procurement templates and policy documents.
  • Experience in implementing and managing eTendering and Contact Management systems.
  • A sound understanding of performance monitoring and the broader modernising agenda within central government.
  • Examples of drafting procurement training material and delivering presentations
  • A demonstrable financial awareness and the proven ability to understand all facets of budget management.
  • Excellent interpersonal, and communication skills, with the ability to build and manage working relationships with key internal stakeholders effectively at all levels within the organisation, from administrative staff to the senior management team and the Executive Board.
  • Able to deal with issues at the contract management stage including troubleshooting.
  • An ability to deliver to deadlines, whilst under pressure and to manage and effectively prioritize several projects simultaneously, and be self sufficient

Desirable

  • Professional procurement qualification or working towards one
  • Knowledge and application of private sector procurement practices.
  • Experience of creating and developing a procurement strategy.
  • Knowledge of contract law and familiarization with the NEC and/or JCT suites of contracts.
  • Experience working on projects which include sustainable approaches.
